This bike has been sitting in the same spot ever since it was purchased and delivered to the Ugandan police. It's likely the unit was bought because some donor had extra money and they thought it would be a good idea. There are potholes here that are big enough to lose half a wheel in and driving this thing around would be suicide. They probably realized this and parked it in front of the station thinking it would add a bit of class to an otherwise dusty, mud hole. It'll probably be there in 20 years time too. The process for removing anything from a government inventory is so complicated (to discourage people selling off assets then having a proxy buy them for their personal use).
