Latest curiosity on Kijiji. Seller is out to lunch thinking it will fetch $6K.
http://www.kijiji.ca/v-motorcycle-other/prince-george/dnepr-mt10-36/605074873?enableSearchNavigationFlag=trueThe Dnepr was the Ukrainian version of the Ural. It was cruder in every respect. In 1982 they sold new in Canada for $3400. I know because I almost traded my well used sportster for one straight across, until the mechanic at Kamloops Honda/Harley (who was importing them) talked me out of it. I am glad he did.
I quick look on Ebay reveals several parts suppliers, but they are from Ukraine, Russia and Germany. Parts seem inexpensive. Like the Chang, common auto parts can be pressed into service, especially electrical.
This could be a neat project, but would take commitment. It would cost a fair bit of time and money to bring it up to snuff, and that should reflect its actual selling price.
